The ACA would have been stupendous if it hadn't been demonized by special interests which successfully fought it to the point of considerably weakening it.

The federal government has the primary responsibility for reparations, but it’s evading that responsibility by invoking sovereign immunity to block claims. Evanston’s responsibility is secondary at best, but is an illuminating example that is an embarrassment to the federal government which it is attempting to silence.
